Kathy Abner, of Muncie, waits on the phone to talk to someone for assistance as she came to Community Hospital's enrollment session Tuesday morning for Indiana's health Insurance Marketplace sign-up. Counselors tried to go online to enroll Abner but couldn't log in, then tried calling and after more than 30 minutes on hold to talk to a person to assist her she was told they could answer her questions but she needed to enroll through their website. After more than 2 hours Abner left without signing up for any plan.
