County OKs contract to help with collections

Paving contract approved, county auction set

---- — ANDERSON — The Board of County Commissioners approved a contract with Malcon Consulting on Tuesday to help Madison County Courts administer child support collections.

Court Administrator James Hunter said various members of the court staff and the Clerk of Courts office are involved in handling the money that comes in, but none are experts. Malcon Consulting, which already performs contract work for several county departments, is, he told the commissioners.

The commissioners agreed to a month-to-month contract of $750 (which total $9,000 annually), but believe that the additional revenue the company brings in will more than cover those costs.

Board President John Richwine, R-North District, said the county already receives between $130,000 and $140,000 in fees annually from the program, and hopes with assistance from Charles Malinowski’s company to bring in another $20,000.

Among other things, he said, is that “nobody was really sure what the money could be spent on.”

Richwine said Malinowski’s company will provide guidance on those matters and will help make sure the county is prepared for Indiana State Board of Account audits.

“This is a good plan and a good idea,” he said.

Operating on a month-to-month basis will allow the county to work with the company on a trial basis, added Commissioner Steffanie Owens, R-South District, “I’m looking forward to seeing what we can do.”

In other news Tuesday:

◆Commissioners approved a 2013 road paving contract with E&B Paving of Anderson. The company’s bid was $699,900, about $100,000 less than the other companies that bid on the projects, said County Engineer Charles Lesser.

◆ At the same time, the commissioners approved a $128,080 contract with Indiana Sign and Barricade of Indianapolis to mark and stripe county roads that are improved.

◆ County Administrator Dan Dykes said an auction for the former downtown Frisch’s restaurant is set for Aug. 21.

County officials acquired the 3,100-square-foot building at 901 Meridian St., across from the Madison County Government Center, about 10 years ago. Appraisers have valued the property at between $37,500 and $52,000.

Officials originally thought the building might be used for county offices. A new roof and air conditioning and water leaks were fixed, but that plan never materialized, said Dykes.

“The idea that we had was good, but it didn’t happen,” Dykes said. “Now it’s time to get it off the books and move on.”

In addition to the Frisch’s building, the county will auction other surplus property such as unused beds and office desks currently in storage at the Madison County Youth Center on Mounds Road.
