Arrests made by Madison County law enforcement on Sunday and Monday, based on Madison County Jail records. Charges are recommended by arresting officers, but are not final until the Madison County prosecutor reviews the case and files official charges.

Anderson police arrested Phillip J. Hoover, 29, of the 2900 block of Noble Street, Anderson, at 5:11 p.m. Sunday. Bond was set at $5,000 for Class A misdemeanor domestic battery.

Madison County deputies arrested Dawn M. Gibson, 52, of the 300 block of West 19th Street, Anderson, at 5:46 p.m. Sunday. Bond was set at $5,000 for Class D felony possession or use of legend drug.

Madison County deputies arrested Jackie D. Earls, 33, of the 2200 block of Franklin Street, Anderson, at 6:11 p.m. Sunday. No bond was set for a hold in another jurisdiction.

Madison County deputies arrested James D. Foutch, 41, of the 7300 block of Plantation Drive, Anderson, at 7:20 p.m. Sunday. Bond was set at $20,000 for Class B felony OWI accident causing death.

Madison County deputies arrested Tyler R. Rodgers, 29, of the 2400 block of Lafayette Street, Anderson, at 8:45 p.m. Sunday. No bond was set for violation of probation on a Class A misdemeanor and Class A misdemeanor possession of marijuana.

Madison County deputies arrested Michelle L. Lamp, 29, of the 1500 block of W. Second Street, Anderson, at 9:22 p.m. Sunday. Bond was set at $150 for driving while suspended.

Anderson police arrested Bo M. Tipton, 41, of the 3300 block of East County Road 150 North, Anderson, at 12:56 a.m. Monday. Bond was set at $7,000 for failure to appear on a Class C felony, contempt of court on child support, Class A misdemeanor driving while suspended and Class D felony possession of a controlled substance.

Madison County deputies arrested Eledin Carrillo-Roblero, 30, fo the 800 block of South Peru Street, Cicero, at 12:59 a.m. Monday. Bond was set at $5,000 for Class D felony OWI.

Anderson police arrested Brent E. Brizendine, 38, of Village Parkway, Pendleton, at 2 a.m. Monday. Bond was set at $7,000 for contempt of court on child support, Class D felony resisting law enforcement, Class B misdemeanor reckless driving, Class A misdemeanor OWI, Class D felony theft and Class A misdemeanor criminal mischief.

Anderson police arrested Jessica L. Boram, 35, of the 2000 block of Columbus Avenue, at 2:04 a.m. Monday. Bond was set at $5,000 for Class D felony auto theft and Class A misdemeanor resisting law enforcement.

Anderson police arrested James L. Allen, 48, of the 2400 block of Meridian Street, Anderson, at 5:22 a.m. Monday. No bond was set for contempt of court on a Class D felony.

Anderson police arrested Stephen M. Lane, 53, of the 300 block of West 14th Street, Anderson, at 5:38 a.m. Monday. Bond was set at $10,000 for Class C felony intimidation and Class D felony criminal recklessness.

Elwood police arrested Kaylee L. Neese, 19, of the 1200 block of North Ninth Street, Elwood, at 5:49 a.m. Monday. Bond was set at $5,000 for Class A misdemeanor battery.

Madison County deputies arrested Betty Atkins, 48, of the 200 block of South Water Street, Chesterfield, at 6:02 a.m. Monday. Bond was set at $500 for contempt of court in a civil case.

Alexandria police arrested Jesse D. Mitchell, 33, of the 700 block of North 150 West, Greenfield, at 6:14 a.m. Monday. Bond was set at $5,000 for Class D felony domestic battery and Class D felony strangulation.

Lapel police arrested Nathan B. Gilliam, 23, of the 800 block of West 53rd Street, Anderson, at 6:24 a.m. Monday. Bond was set at $4,000 for Class C misdemeanor OWI.
