'Serial sex offender' handed 16-year sentence

Robert F. Miller indicted on 51 similar charges in North Carolina

ANDERSON — An Anderson man who molested a 7-year-old girl in early 2012 received the maximum prison sentence Monday. He now faces similar charges in North Carolina.

Robert Franklin Miller, 44, of the 1800 block of West 53rd Street, received eight years each on two charges of child molestation. They are to be served consecutively, for a total of 16 years.

After a sentencing hearing that featured testimony from three of Miller's family members, including two women who said they were also past victims of Miller's, Madison Circuit Court 3 Judge Thomas Newman decided the aggravating factors of the case outweighed the mitigators.

Newman said the evidence against Miller indicated the pattern of "a serial sex offender."

After the hearing, about a dozen family members in the courtroom said they were glad to see Miller will be paying for what they call a history of abuse.

"It's a long time coming. I feel ecstatic right now. There are no words to describe how difficult that was," said one of the women who testified. The Herald Bulletin does not typically identify victims of sexual abuse.

The recent incident took place in early 2012 in Anderson. A 7-year-old girl alleged that Miller had touched her inappropriately on separate occasions. The girl was known to Miller through relatives.

During the course of that investigation, Indiana State Police Detective Anthony Kiettheimer learned that Miller had previously lived in Caswell County in northeastern North Carolina and alerted officials there of his arrest, police said.

Miller was arrested in early 2013 on the child molestation charges in Anderson.

In North Carolina, Caswell County Sheriff's Department began an investigation that led to Miller being charged with 51 felonies against children. Some dated back to 2002. Now, Miller faces the 51 counts as well as pending child molest and incest charges in Indiana.

The report first came to state police through a Madison County case manager with the Indiana Department of Child Services.

On Monday, one family member, who is the legal guardian of the victim, testified that Miller abused young girls for years, and that the victims have been intimidated from testifying.

"I remember the day you molested me. The day it happened, my trust was gone," the woman read to the court in a prepared letter. "We will live with the pain forever, and it would only be fair that you have to pay the same way for the rest of your life."

Pending child molestation and incest charges against Miller are also set to play out in Court 3. Those cases involved local charges. A trial date is scheduled for June 26.
