Arrest log: May 17

Arrests made by Madison County law enforcement on Wednesday and Thursday, based on Madison County Jail records. Charges are recommended by arresting officers, but are not final until the Madison County prosecutor reviews the case and files official charges.

Madison County police arrested Joshua T. Owens, 36, of the 8200 block of North Brooks Lane, Scipio, at 10:07 a.m. Wednesday. Bond was set at $40,000 for Class D felony theft and Class B felony burglary.

Elwood police arrested Mechel R. Nieman, 34, of the 600 block of Main Street, Elwood, at 1:50 p.m. Wednesday. No bond was set for civil contempt of court.

Anderson police arrested Hulon Toney, 62, of the 2100 block of Menifee Avenue, Anderson, at 3:18 p.m. Wednesday. No bond was set for Class C misdemeanor violation of probation.

Madison County police arrested Randy W. Halstead Jr., 28, of the 2000 block of East 12th Street, Muncie, at 5:37 p.m. Wednesday. No bond was set for Class D felony failure to appear.

Madison County police arrested Mark A. Douglas, 50, of the 700 block of South Clinton Street, Alexandria, at 10:57 p.m. Wednesday. Bond was set at $20,000 for Class B felony dealing meth, Class D felony possession of precursors, Class D felony possession of meth and Class B misdemeanor visiting a common nuisance.

Madison County police arrested David A. Wigner, 54, of the 16300 block of State Road 32, Noblesville, at 4:06 a.m. Thursday. Bond was set at $20,000 for Class B felony manufacturing meth and Class D felony possession of precursors.

State police arrested Garry L. Stutzman, 56, of the 1100 block of East 38th Street, Anderson, at 4:37 a.m. Thursday. Bond was set at $4,000 for Class C misdemeanor OWI.

Madison County police arrested David A. Conner, 33, of the 15800 block of County Road 925 West, Gaston, at 5:20 a.m. Thursday. Bond was set at $20,000 for Class B felony manufacturing meth, Class D felony possession of precursors, Class D felony possession of meth, Class D felony maintaining a common nuisance, Class D felony auto theft, Class C felony habitual traffic offender, Class D felony parole violation, Class D felony strangulation and Class A misdemeanor battery.

Madison County police arrested Sherman J. Jackson, 31, of the 5000 block of North County Road 150 West, Kokomo, at 8:58 a.m. Thursday. Bond was set at $40,000 for Class B felony dealing meth, Class D felony maintaining a common nuisance, Class D felony possession of precursors, Class D felony receiving stolen property. Class D felony auto theft, Class D felony possession of syringe, Class B felony dealing controlled substance, Class D felony possession of meth and Class D felony probation violation.
