Donna Rugenstein works on her sign in front of her business, Whimzy Vintage Treasures, at 103 East State St. in Pendleton. Rugenstein said that she opened the business in Pendleton because when she moved to the area she walked around the town and liked the ambience. Pendleton merchants want downtown to become a destination showcasing the local shops. They have an ongoing sidewalk/landscaping project, active merchant's association and space open for new businesses.
