12:35 a.m.: 11 liquor licenses pending for Ricker’s

On Thursday, the company announced plans to acquire 32 Indianapolis-area BP gas stations, a move that makes Ricker Oil one of the largest Indiana-based petroleum retailers and suppliers.
Liquor license legislation
Legislation passed during the most recent session of the Indiana General Assembly changed the availability of liquor licenses. Below is an explanation of the number of licenses issued, based on incorporation and population.
Incorporated cities and towns:
• Less than 15,001 population — The greater of one beer dealer permit per 2,000 people or two beer dealer permits; the greater of one liquor dealer permit per 2,000 people or two liquor permits
• More than 15,000 but less than 80,000 population — The greater of one beer dealer permit per 3,500 people or eight beer dealer permits; the greater of one liquor dealer permit per 3,500 people or eight liquor dealer permits
• At least 80,000 population — The greater of one beer dealer permit per 6,000 people or 23 beer dealer permits; the greater of one liquor dealer permit per 6,000 people or 23 liquor dealer permits
Unincorporated cities and towns:
• The greater of one beer dealer permit per 2,500 people or two beer dealer permits; the greater of one liquor dealer permit per 2,500 people or two liquor dealer permits

• All permits issued before July 1, 2008, are grand-fathered in
• Any incorporated city not qualifying for a new beer or liquor dealer permit under the new quota system may receive two new beer or liquor dealer permits or 5 percent of the total beer-liquor permits
