Commissioners reorganize, name managers, make appointments

ANDERSON, Ind. — Reorganization day 2013 for the Madison County Board of Commissioners on Tuesday looked a lot like last year.

John Richwine, R-North District, was unanimously elected president.

Steffanie Owens, R-South District, was named vice president. And Jeff Hardin, D-Middle District, supported both appointments.

After taking care of those political housekeeping chores, the commissioners named their top managers, appointing: Jerry Branson, director of information technology services; Tom Ecker, emergency management director; Ken Ellis, planning director; Steve Ford, health department administrator; Scott Harless, highway superintendent; Charles Leser, county engineer; Kyle Noone, weights and measures; Jay Randolph, veterans officer; Shawn Swindell, human resources/risk manager; Denny Williamson, properties manager; and James Wilson, county attorney.

The only omission in that lineup was the position of office manager, which was held by Linda Smith six years. Madison County Republican precinct leaders last month chose Smith to succeed Angela Shelton as county recorder.

The office manager position was eliminated in the County Council’s 2013 budget, and it’s not clear if the commissioners will seek to restore the job.

In other appointments, James Schmitt was named to a two-year term on the Alcoholic Beverage Commission; Becky Stratton was named to a four-year term on the Madison County Board of Health; Ken Kocinski, Greg Valentine and Bennie Jones were named to a one-year term on the Property Tax Assessment Board of Appeals; Mary Jane Baker was named to four-year term on the Board of Zoning Appeals; Wes Likens was named to a four-year term on the Madison County Planning Commission; Ranny Simmons was named to a five-year term on the Cemetery Commission; William Riffe and Connie Martin were named to four-year terms on the Community Justice Advisory Board; and Sandra Huntzinger, Ralph Parker and Ann Bull were named to one-year terms on the East Central Indiana Solid Waste District Advisory Committee.
