The American public has been well trained to ask the wrong questions, thus the pressure to spend very little money on capacity is powerful. Yet the lack of capacity to achieve results is very real. As our organization has moved to focus more clearly on results, we see firsthand the barriers of minimal staffing and lack of technology that translates to an inability to measure, track and communicate the good work that is happening, and limits the quality as well as quantity of the services that are available.
